If I can get the weather to update every 15 mins I may down load an add on for weather.
FSrealWX is free so the price is right. Payware wise, Active Sky 2016 is on sale atm so probably your best option

Not that I've noticed, but it must to a certain extent. After all, weather programs convert a still air environment to a moving one, along with the graphic implications
Minimal. The sim already has a weather engine anyway. Those add-ons just convert real-world weather into digital instructions. The sim follows those instructions to create the appropriate environment with what weather textures the sim already has. The worst hit I have seen is probably from Sky Force 3D when the sim hangs for 1/4 of a second to load the weather. Nothing too jarring.
