"Error ID 28= Unable to install message filter" | Both FSX:SE and FSW
Hey guys, I am getting a steam error that wont allow me to launch FSX:SE or FSW. "Error ID 28: Unable to install message filter".

Ive tried almost everything to try and fix the issue;
Restart computer (5 times), verify integrity (3 times), delete the "Appcache" folder in steam, uninstall recent windows updates, conducted a Restore Point, Launching in offline mode, checked if the .exe (or anything related to the program) was running in task manager (it wasnt), manually uninstalled steam along with regedit.exe, then reinstalled.
I havent attempted to uninstall or reinstall the game, because from what I have read online, that hasnt worked for anyone with my type of error. And considering the amount of addons I have for FSX:SE, I would be extremely reluctant to try something that everyone else says doesnt work.

I cant seem to fix this issue, and I have not been able to play FSW or FSX:SE because of this.


Do you guys know about this error/ know how to fix it? It would greatly be appreciated.

It could be an issue with the C++ 2005 libraries.

If you want to re-install them first get the c++ 2005 redistributable x86 (and x64) from Microsoft download centre. From the programs and features control panel uninstall anything that starts with "Microsoft Visual C++ 2005 Redistributable", reboot, install the files you downloaded from Microsoft, reboot.

Hey thanks for the suggestion Kabacus.
I uninstalled the C++ 2005 redistributables, and rebooted in the order that you said. Unfortunately, the issue still persists. I contacted Dovetail and opened a ticket a few days ago, but they still havent responded.

Any other suggestions guys? Could it even be a steam issue? I uninstalled it to try and fix it but that didnt work...

Yeah I tried that earlier today. Either the download link for the file is broken, or my computer cant connect to the download.

UPDATE: I found the .exe on an external website, followed the instructions on the link above, but to no avail. Error ID 28 still remained after the reboot.

check out the code 28 drivers problem have you installed something before this came up.

The "Error ID 28" does not appear in Device Manager, it appears when I try to start the game.

Error 28 is related to install shield, i get this if i start my VAS Monitor before FSX:SE if i start FSX first no problem i can start my vas monitor.

Yeah this error might have been a result of a VPN I had, I completely uninstalled the VPN, and restarted FSX, and there issue know longer persists. If anyone has any additional information about this in the future, please feel free to repond to this. But my issue seems to have gone away, and its been like this for around 3 weeks now
