If you want to re-install them first get the c++ 2005 redistributable x86 (and x64) from Microsoft download centre. From the programs and features control panel uninstall anything that starts with "Microsoft Visual C++ 2005 Redistributable", reboot, install the files you downloaded from Microsoft, reboot.

I uninstalled the C++ 2005 redistributables, and rebooted in the order that you said. Unfortunately, the issue still persists. I contacted Dovetail and opened a ticket a few days ago, but they still havent responded.
Any other suggestions guys? Could it even be a steam issue? I uninstalled it to try and fix it but that didnt work...
UPDATE: I found the .exe on an external website, followed the instructions on the link above, but to no avail. Error ID 28 still remained after the reboot.
check out the code 28 drivers problem have you installed something before this came up.
