There should have been no reason for you to uninstall Steam.

This is the official Dovetail Games recommendation which I included in the link in my previous reply but it omits to say that non-Steam addons which appear in Add-Remove programs - must - be uninstalled first, otherwise the registry entries will be left behind and may prevent re-installation of these third party addons:

If you are looking for an excellent freeware program which you can install on its own without using Steam I can recommend War Thunder.
I am currently flying with a Heinkel bunker buster equipped with two very powerful cannons and a Stuka dive bomber, complete with siren, which is excellent for demolishing AA emplacements.
Very nostalgic and great sport.
Better when simulated rather than what really happened.
