During the uninstall, it will most likely reboot you into safe mode to perform the process properly. Your display will be crap resolution until you reinstall your manufacturer drivers.
Next, download and install the most updated graphics cards drivers for your device from the manufacturer's website. Install the drivers, as well as the most up to date version of DirectX from microsoft.
Note... I had this exact issue after upgrading my gpu to an EVGA GTX1070, and this is the only way that I could rid myself of this issue. I only recommend this to anyone that has tried everything and is still having this problem.
