The Big Grapple glitch

I have a glitch on part 4 of the level. Robin will not come with Lex and Croc, so i cannot light up the area needed to build the part that advances the level. Replayed three times and Robin will not be there. I tried change the resolution, reinstalled the game, but nothing helped... Any solutions??

I had the same problem on my first playthrough of this level except Lex Luthor was nowhere to be found instead of Robin missing. Quit the level, then did it again and I had all 3 members that time around.

Can't suggest anything else other than replaying it yet again I'm afraid.
