Filepath:
R-click on the game in your Steam library\Properties\Local Files\Browse Local Files\scroll down to the exe. file
You can try to run the game by L-clicking..or
R-click\Properties\Compatibility\check the box to 'run the game as Administator' to allow the game all permissions
Try one or all of the compatibility settings
There is also a troubleshooter in this section which, although quite basic, has helped me with a couple of Lego start-up problems.

Do you have any other Lego games showing in any of the Appdata locations or are they all missing? It might be worth checking your File Explorer Search Settings. In View make sure the 'show hidden files' is checked and the 'hide extensions for known file types' is unchecked
Playing with the compatibility settings didn't work. I tried with both dx9 and dx11 executables. Also tried to run game's exe file as administrator, and run steam as administrator, but it didn't work.
I have installed the other two LEGO Batman games, and they are working fine. The settings folder for LEGO Batman is in AppData/Local, and for LEGO Batman 2 in AppData/Roaming, and I can see their pcconfig.txt file there. I tried to create a "LEGO Batman 3 Beyond Gotham" folder manually in AppData/Roaming and pasting Batman 2's pcconfig inside, but that didn't work either.
Googling the exception code "0xc0000005" shows that it is related to access violation, but I'm not yet sure what should I try to do with it.
