I just installed it and tested and yes, the free version of Lego Batman 3 from the Epic Game Store does seem to have all DLCs included. Though not listed as such, is is effectively the premium edition. [edit] Note that it does also include the Batman of the Future DLC which is not actually included in the season pass and therefore not part of the premium edition. [/edit]
When playing the game directly from the EGS, it has trouble with controllers though so for anyone who wants to use a controller instead of keyboard to play it, I HIGHLY recommend adding to steam as a 'non-steam game' and playing it that way. It has no problems running on Steam this way and doing this will allow you to use the controller compatibility features from steam.
