At the moment there just isn't any need to stay underwater any longer than that. The longer you are under only increases your chance of a shark finding you.
What I think would be a better option is to have a character in the game that builds up certain skills and abilities as you play. For example, the more you dive the longer you learn to hold your breath up to a realistic level. I have only dived in real life once but even now I can hold my breath 3-4 times longer than the character you play in game.
Besides, the air compressors could possibly be used for rifilling the air cans too.
I think a snorkel could be cool because it would mean seeing underwater from the surface without the distortion as you said. I like that. Findable, yeah wrecks are sure to have snorkels and maybe you could make one out of bamboo or hollowed sticks.
Refillable air tanks. Sure I can see that but I think air compressor should not be a craftable item only findable. An air compressor is just not something you can make from things on a island.
One engine is fueled to drive the second which remains unpowered, hence why you only need one fuel tank. The exhaust system of the second engine is just the 'piping' to carry the air pushed out of the unpowerd piston through said exhaust system. It's crude, but it can work. It just takes some minor understanding of the how engines work and a bit of creative logic.
I'm mentioning them because they will be implimented in the future.
