Report a translation problem
As TouriStarr said, it is just like adding foundations to a building. You can also add bases and floors while at sea, I've done it, but it's a little tricky because you can't always see the blue/red outline. Also, if you add pieces to the side of the raft, make sure you can balance it on the other side because one time I added a base/floor on the side of my raft without thinking, and ended up having to sail lopsided back home lol. My raft looked like it'd been hit by a torpedo.
bases need to be away from other items in order to put the floors on.
But if you want a raft that is 2 bases wide and 2 bases long, you will want to follow Vikingr's post above. start with 1 base, then when crafting the second float the base "ghost" next to the existing base and it will snap into place and turn blue, place the base. rinse, repeat.
It was the lopsided nature, I guess. Once I balanced it on the other side with another floor/base combo, it sailed fine.
I read a few posts and one thing nobody pointed out is that when you pull them up the beach the ground can count as the something that is stopping you building the base. Therefore it never highlights as buildable.
So the solution is to RMB hold and drag your raft/base up on a rock so the side you wish to attach to is sticking up into the air.
