You don't HAVE to build them in the water, however the exposed area of the raft, you want to build onto has to be completely free of any obstructions which means, the least bit of sand / beach could prevent you from attaching a new piece.
To assure the raft is free from obstructions you can either prop the existing raft up on an object such as a large rock or barrel etc, making sure that the entire area you wish to build onto is completely out in the open, OR drag the raft into deep enough water to where the bottom is not resting on the ground at all (including the ocean floor).
To make this process easier, and since I always intend to have my raft possess and anchor, I craft the first raft section, add the floor then add an anchor to that first section. I then drag that section out into waist-deep water and deploy the anchor to prevent it from floating away and makes it very easy to add new raft sections onto the raft as desired.
