That's pretty much the only solution. It would take a while to exhaust the entire map of resources though, personally I've never done it.
Whatever spawns now seems random. This makes sense, as there was way to many materials lying around, just waiting to be transformed into a seaside mansion.
Maybe in the future we'll get materials that randomly wash up on shore, which would make sense for some of them.
It definitely feels like there are a lot of rocks washing up. Sometimes I see a ton of them. But I could swear there's the occasional scrap too because I'm pretty thorough with picking clean an island.

All materials that can be found, sticks, rocks, scrap, etc. do not respawn.
