You need to be in full screen, make sure its not in windowed mode. :)

Vertical Sync should be available to change in both fullscreen as well as borderless windowed mode. If it isn't for you, please verify your game cache, or reinstall the game to see wether that solves it.

P.S.: Please stop deleting posts just to re-open the exact same post again a moment later!
I tried that already, it was the first thing I tried.

P.S. I only did it because it kept getting pushed to the back with no replies, I assumed it was because people saw it had 1 reply and thought it was anwsered so they skipped passed it.
Ok think i might have found your problem (Maybe?) make sure Fixed frame rate is set to OFF not 30fps 60fps etc. its just above v sync. if its set to 30fps etc it greys out Vsync, so make sure its off. also V sync will work in windowed mode, i was wrong.

Seriously? That was what was wrong? That makes no sense, normally you set the framerate then turn on V-Sync... Thanks for the help.
