Fishing Rod??

Do you have a bobber as well? You need that to use it.

Just a head's up, it's very disappointing. Zelda: Ocarina of Time for N64 had a more satisfying fishing experience.

Make a bobber as said to go with your fishing rod, use it.

And then realize it's not only a waste of time but it's not even fun.

The best fish I've ever caught was a Cod fish.

The time it took to wait for it to "bite" and reel it in all the way, you coulda just dove down and speared 3 or 4 codfish.

my opinion; fishing is perhaps something to do when you are new to the game; and/or don't have any antidotes (or means to make antidotes). Because diving for fish you can so easily get poisoned. Or perhaps or should say * I * so easily get poisoned. I horrible at just swimming right into something poisonous when diving, lol.

So if you don't have antidotes and need some fish; it's a way to get a couple to tide you over. But I agree, other than that specific scenario, it is much more efficient to craft a fishing spear and go into the water for fish--despite the dangers.
