No bait needed..
I've done that, but it won't catch any fish even after a few days. I even tried different placing the trap in different locations where fish are plenty but the thing is always empty.
At least I kmow I'm going to get fish...
But they do work...
I DO use bird traps though (with outstanding success).
I usually have no less than 5 bird traps running and can barely keep up with harvesting / cooking the meat before all the traps are full again.
I have built one near the shoreline and a few days later not a single thing caught.
If you’re not sure what they are, just watch where they land, it’s always on a certain type of rock formation.
Put one in amongst the rocks, one each set of rocks on your island.
Personally I find the shoreline rocks to be rather slow for catching birds... I found that on many of the big Islands, the center of them are made up of large cliff formations and absolutely riddled with bird activity... THAT's where i put my traps and cant keep up with them... They fill up within seconds when i walk away from them and let the birds fly in...
Here's the Island I am currently using as a base...

So I'm not the only one who's having zero luck with the fish trap... I'll just assume it's not working at this stage, and try my luck with the bird snare... Too bad, I was really hoping I could spare myself the spear fishing...
