is there going to be way to make scuba gear to use so you can still use your ax or something.

Currently no scuba gear. If you mean you want to dive for longer to reach wrecks more comfortably - harvest plant for breath boost or air tank.

i tryed the breath boost but it didn't last the time it sayed it would.
air tanks only have four breaths at less.

FYI - I have not come across any wreck that actually requires assistance from tanks or breath boost to retrieve loot. It can be done conventionally. On my custom maps, it can get a bit dicey, but the regular game you should be fine. May need a couple of dives especially if your releasing barrels, tyres or bouys.
