It is sad to admit as a PC player, but yes, I must agree with this.
How to bind items into the slots: There are two different ways to do this...
1) Hold an item in your hands, and press (and hold) the number you want that item to bind to. Remember, you have to have that slot/number unlocked to use it.
2) Go into your inventory and point at an item. While still pointing, press (and hold) the number at the top of your keyboard that you want that item to correspond to.
I usually use the tool belt on two occasions:
1) When I go into the water, I bind my spears so I can quickly access them if a shark appears.
2) When I'm cutting fibrous leaves at night, I bind to my cutting tool and a light source.
If you have a programmable mouse, you'll be able to access your items much more quickly by sending the command to one of your mouse buttons. This comes in handy when you're suddenly attacked by a shark and need your weapons immediately.
BTW, these tool belt slots do not give you additional inventory space; all they do is give you quick access to items that are already in your backpack.

Maybe it's a tool-belt with little notes, that show you which back-pack slot your "quick-access" items are in, so you just look down at one of the notes on your belt, and you're like: "Oh yeah!! It's in the outer-pocket, left side." And then you can "quick-access" your item in the backpack?
Beats me...
Or maybe each "quick slot" on the belt, corresponds to a different color string/yarn/rope that you can pull, which is attached to a pocket/sleeve/compartment on your backpack. You pull the string , the compartment opens, and the "quick slot" item drops out , into your hand! Voila! Mystery solved.
