After the bad experiences with Dark Souls 2 SotFS, when I voluntarily locked the framerate to 30 because bunch of things is broken otherwise, I learned to be thankful for every bit when it comes to ♥♥♥ console ports.

The game isn't so enjoyable without a controller, and I don't have one :( But otherwise I can tell its a good game. The graphics are old, obviously but the game is pretty funny and the combat feels nice, just what I wanted actually. So essentially, if you have a controller, buy it. If you don't, well its playable without one but the game itself is made for controllers, so its more enjoyable that way.
They also fixed many bugs found in the PS3 version.
No. Lots of work was apparently put into this. While "engine limitations" is used as a reason, it's likely that it is due to FPS being tied to physics, or something similar. Very likely it would have been expensive to remake the code, if true. Ghostlight(the people who ported this) might not have been able to even afford it.
A lot of this is guessing, as we don't know the exact details of why the port has its FPS locked. I'd love it if they actually posted the exact reason for the cap. I don't blame Acquire, though. They didn't expect a PC port, and while the porgramming practice isn't a good one, it works well enough if you don't expect 60fps. It will hopefully be abolished, though.
I heard some minigames or whatever require the FPS to be 30 as well, not too sure on that tho and source is unverified.

Seems it was due to the code being made that way. Not sure about the minigames, but it at least confirms that it was due to programming limitations.
Story and narrative wise this game seems like it could be a case of "so bad it's good", but if the fighting doesn't make up for it then no deal. Sadly the fighting looks pretty dull. I'd rather play though MGR again...
Example, running the game higher than 30fps will actually break the issen mechanic. The game would calculate the i-frames wrongly causing input confusion and thus there's no way to parry-insta kill properly or vice versa.
So yeah, unlike Dark Souls 2, WotS4 is destined to be in 30fps for its entirety.
Yeah perhaps the game could have been redone a little, but it's ancient at this point anyways so... heh.
On the bright side, expect to run this game at 4k30fps like butter if even have a moderate single 970/390.
