Ummm you get runes that add effects to your guns, you also get new permenant weapons and you can upgrade your rune powers that is a leveling system stop lying.
Your an idiot all a leveling system is upgrades rather its stats, perks it doesnt matter ive seen tons of leveling systems and some even only give you cosmetics so you really need to rethink your complete ♥♥♥♥♥♥♥♥ kid!
No where does the op even mention that lmao!!!! Your still progressing its a form of progression, it does not need exp to be a leveling system seems to me your brain is to limited and has a mentality of a child to grasp a simple concept of what a leveling system can be.
If you want the short answer - there is no leveling in this game per say.
Your character does not earn any type of EXP nor you can spend anything to gain any stats, besides skill points to buy a new amulet aka ultimate attack let's call it that.
There appears to be only 2 types of important let's call the currencies - GOLD and Skill/Perk Gems for your weapons.
Let's start with Gold - at first I was under the impression that this might take a while to even buy any weapons, not the case, if you actually spend time to find and solve all the misteries and challenges throughout the levels - you will have silly amount of gold in no time and this will become least of your troubles.
This is where the skill/perk gems come it, these are more RNG based than anything. RNG if you get one by opening a chest and some more RNG as to which RUNE it will be.
To make this super easy, quick steps are launch the first mission, run to the First chest and then the second, the checkpoint kicks in and restart mission. You can farm your RUNES rather fast with almost no effort if you don't mind the repetitive running and opening.
But, this will not last, and this is why I have a bit of a gripe with this game and surely I am not the only one, there is very limited content to this game as of right now. You can acomplish the build very quickly and then what? The DLC weapons are superior because of the 4 RUNE slots, which make them very strong.

If your looking for anything even near Borderlands or the like, nope.
Some will say leveling up even if it's some minor upgrade on weapons some will say it's not.
Ture leveling up is exp and levels and you get stronger or become stronger through skill upgrades.
Just a upgrade on weapons is not really a leveling system SB have no leveling system your character don't level up, only your weapons become a little stronger thats all.
This topic proofs again Steam forums you can't have normal mature or wise discussion sadly.
