Question about Co-op DLC
Are they having it run where all players need the dlc to play the maps, or where only the host requires it?

Everybody needs the DLC.

If only the host needed it, the host would have to download the DLC map to each player - makes no sense at all. The recent map was part of a 2.5GB update, so yeah, your Internet upload speed would have to be very good indeed to do that.

Secondly, why should others be able to play for free when only one person paid for the content?

Yes, why should you be able to actually play a game after buying only one copy. If you buy the game, you should also have to buy a $30 season pass to actually complete it. Furthermore, if you want to be able to play the game with your friends, you sould have to buy the game AND the Season Pass for them as well (or you could pressure them into buying it with their own money so that they will hate you when they find out how short the game it.)

A Way Out lets you buy one copy of the game and play it with your firends but this game expects you to buy the game, the season pass, and then do that again X how many friends you have.

What a deal!

Stellaris and Payday 2 both allow for the Host-only DLC in the way they give access to specific missions or content for the host to play with friends. This encourages with some specified items (such as weapons or characters, or in Stellaris' case ship asthetics or civ ethics) to be displayed and used with only giving the level for all to play.

This is something that is often a problem for games like Battlefield's premium where their newest maps and content is dead wastelands unless the season pass is widely purchased. So it can make perfect sense, Paradox Interactive has several games that use this method and as far as I am aware their DLC purchasing is paid back in full. Thanks for the first answer however!

As to the updates of maps iot depends on the company, some have you download it and merely lock the content while others keep it server side until the DLC is purchased.
