Yes, this is the solution. Borderless window also works, but it is a workaround, and you may prefer to continue running the game fullscreeen and not use a workaround.
The problem is because of fullscreen mode. The Alt-ENTER works because it brings the game out of fullscreen mode and into a windowed mode. Then you can gain control of the window. Then you need to switch it back to fullscreen afterwards. It's a pain but that's the reason, and it's beyond me why Rebellion cannot figure that out and advise the players. Borderless window mode works because it's still a window.
When you open the game it opens a little window that says play, options, etc, so you are going to go to options and select the Windowed mode, now just close and start the game, now you can do Alt + Tab and chat windows and it will let you play.

my solution is to change the game setting to Full Screen Borderless on game launch.
