Won't start, missing XAudio2_8.dll

Been playing this game daily since I bought. Yesterday instead of starting up, it wanted download and install the game. When I pointed the install to one of the folders the game exists in, I got the message to create a Steam Library folder. There is one already on the drive and has the game already installed in the folder. I get the message that I need to create a new, empty Steam Library folder. Finally swapped slot files 3 and 4 and made them 0 and 1. Now I get message that XAudio2_8.dll is missing and I should re-install to get it back. Can I just copy and paste that file if someone gives me a copy of it?

Does anyone else recognize this problem and have a solution? Another game, War Thunder, I also play a lot wants to install itself just like this one. Both games have all the folders and files already and show up as installed in programs and features or whatever.
