Basically it's a timer which must be filled, before it pays out.
Sometimes you won't see it, because officers drop intel concerning other squads. If the intel is retrieved. The corresponding squad will count as having been fully tagged. Therefore the circle is unnecessary. Which is probably why you don't see it sometimes.
It's supposed to stay, once a target has been tagged. (On Cadet Difficulty, it's a full white circle from the outset).
If you have problems after a reload. It's most likely to do with the way the information is held in RAM or some such. (In other games. objects such as player controlled lights may be affected in a similar manner).
If you plan to save and reload a section. Tagging after you've saved might help. It means you'd have to re-tag every time you load that save. But at least in that case it would let you? (Avoid looting officers, if you don't other squads to auto tag, for the same reason).
