Report a translation problem
1) head straight for objective to mark the convoy (it doesn't come other wise). Make sure to not get seen/heard. You can kill people but make sure to hide the bodies if there's any chance to be seen.
2) Kill the guard on the third floor of the building.
3) Snipe the guy through the window (I used Deilise Carbine on Cadet difficulty so no one was alerted by this).
4) Grab the convoy route and head up to the third floor balcony overlooking the route.
5) Do NOT do anything to the lead scout car. Anything against it is an instant alert so all the trucks immediately stop where they are. You don't need to kill the scout car at all for Convoy Chaos, just the three cargo trucks.
6) Snipe the tires on the front truck...it's two shots per tire. This will hopefully slow it down and get the other two trucks to bunch up behind it. I ended up shooting out the front and rear tires on the side closest to me...and then they got a way.
7) I ran across the road along the canal and took a right where the convoy comes back. I shot the lead truck that's limping along in the fuel tank and that started a chain reaction taking out the next truck, and then the next truck.
So yeah...it's just a matter of getting the three trucks bunched up and taking out the lead truck's gas tank. Don't touch the scout car unless they're already bunched up. Only one time in probably 10 times I played the map did the scout car stop for some reason causing the convoy trucks to bunch up. Most of the time, they don't, so I suspect that was bugged. If you try to shoot the scout car tires, the convoy stops and they all get out. If you try to shoot the scout car driver, they all stop where they are and get out. Tires on the first convoy truck is the best bet. Let the scout car go.
It's always scout + 3 cargo trucks for me but they seem to randomly stop for some reason. This especially happens near where the Partisans start a fight. I theorized it was because someone ran in front of the vehicle making it stop, by in trying to test this via throwing rocks, the guard was staggered/pushed out of the way. So yeah, I have no idea why they stop.
