Against players, that would also likely be a no. It might work for a bit, but most servers have tagging enabled, so good luck hiding in the bushes.
When playing against AI you can get SLIGHTLY closer to an armed vehicle before they open fire on you, when you are using the recommended camo for that map. For instance, a white winter camo for "Winter Market" map. AFAICT it doesn't make any difference to the footsoldiers. So it is mostly just cosmetic.
But if you are playing multiplayer competitive, then it does matter as different camo may result in slower ID time by your enemies.
However I have to give it to winter camo I can stand in bright day light in an italian town and nobody sees me.
