I have a terrible internet connection which is sometimes likely to connect and disconnect, several times over the course of an hour or so and it never rises much above 250kbps, even on a good day.
I can't go online with no internet connection
You have to do that first and make sure the game is fully updated and run it once while online before you can play any Steam DRM'd game offline. That message you're getting is not Denuvo but Steam's DRM at work.
Did you run the game recently while you did have internet? If not, it won't run in Offline mode. That's what the "for the first launch go in Online mode" is telling you.

Does your phone not have a mobile wifi hotspot or tethering option where you can share it's data connection to PCs?
Clearly you need internet to download the game, and at that time you can do all of the steps that require a connection, and after that you should be able to play offline.
And as Ancient mentioned if you ever need a temporary connection later, you can do it by using the phone's Hotspot. If the computer doesn't have WiFi just get a USB WiFi device (they are quite cheap now).
Aaaaand... if the game isn't a Steam version or worse, if it is a bootleg version, then you are asking in the wrong forum (I am not saying that it is, but I know it is a possibility).
