So... Yes, it is bugged, and unless you shoot from the specific location you will typically blow up both boats with one bullet but it won't count it.
My problem was that even when I did it right... the game would not count it.
I do not know why, but simply shooting from the position they use in most youtube videos (and of course also blow up both boats with one shot) solved the problem.
I think the matter is a bug in Sniper Elite 4's logic used to determine "with one shot". The Convoy Chaos challenge has a similar problem.
I suspect that they could not figure out how to determine that you fired only one shot and instead implemented code that measures the time from the first to the last explosion. So, a long chain reaction or an artillery strike that hits the last target near the end fails to register. If so it can be patched easily by extending the time window, or correctly by implementing the right code to count shots.
Hopefully they will correct the problem at least in the next game.
I have done this over 20 times now, shooting from different locations, and shooting the boats in different locations.
I have used both fuel tanks and gun barrels to trigger the explosion. Nothing has worked so far.
It's the last challenge I have to complete on SE4, and I'm past frustrated by it.
If you have bullet cam turned off. turn it on for this shot and see if it helps.
Theory: you have to destroy both boats with the FIRST explosion, not a chain reaction. This basically means if you're shooting at the engine, boat 1's butt has to be against boat 2s middle.
No easy way to verify my theory though.
