Is this a bug? MAGAZZENO FACILITY

When I'm in this mission, i the far North West corner of the map, near a gun emplacement, there is a dead guy far down on a ledge. Holding Misc Documents, and it appears to be impossible to get to him. Even though there are pipes you can crop down from, you (I) can't reach him. Anyone else see this, or have a suggestion as to how to get him. Pretty sure I didn't kill this guy either, think he's fallen there or by some other means.

I have looted off of him before. It has been a while, but I think that I used a combination of sliding partway down the pipe and then jumping across to reach him.

ok, its a trust thing, you need to run and jump the the far wall pipes and get down , then once you have them you have to jump accross to the pipe and climb up , see below
