so if you stop running and stand still , your heart rate go's to normal, so if the gun upgrade says a shot with out getting to a low heart rate thats what it means, so if you run it go's up, and if you walk its low?

I have a few that say I need a heart rate of over 100, others that say "rating" I just wanted to know if resting means an absolute minimum heart rate or if it can be something like 70 or the like.

So resting means the absolute lowest your heart-rate will drop to while you're lying down or crouching & doing nothing. I can't believe I actually had to spell that out for you?!
If you need a heart-rate of over 100 for something, then do like @[SPH] RYDALL said; run everywhere & get kills. You can check your heart-rate next to your minimap on screen, or on the left side of the screen when you bring up your scope. (Hint: running & killing is not resting!)

jesus ... like that is so hard to check. Suit up, use your loudout, check your heart rate and shoot at any number you wanna check. Then just check in loadout screen if your yellow bar has made any progress... It can litteraly take about 5 miutes to check for sure.

Anyhow, my guess would be, that the resting heart rate is resting heart rate - eg heart rate when you stand still - 60bpm.
