If it can be something like 70 or the like then it's not "resting" is it??????
Resting means lying down or sitting & not moving at all. Anything higher than this is not resting is it?????
Anything lower than that means you're in a coma, & anything lower than that again means you're dead. Get it?????
So resting means the absolute lowest your heart-rate will drop to while you're lying down or crouching & doing nothing. I can't believe I actually had to spell that out for you?!
If you need a heart-rate of over 100 for something, then do like @[SPH] RYDALL said; run everywhere & get kills. You can check your heart-rate next to your minimap on screen, or on the left side of the screen when you bring up your scope. (Hint: running & killing is not resting!)
Anyhow, my guess would be, that the resting heart rate is resting heart rate - eg heart rate when you stand still - 60bpm.
