The weapon appeared in SE3, shouldn't be hard to copy paste it to SE 4.
Let's vote for it :-)
Add to that the fact that the last DLC just dropped, so you're not going to see any more weapons in game.
Because there is no reason to add it. There are already four American rifles present, we don't need another one. It adds nothing to the game, just use a No.4 and pretend it's a m1917 if you are really that desperate (it's not like they are significantly different in appearance as far as this game goes).
There are plenty of interesting rifles that have never featured in the series, why waste time on something that has already been featured.

Look at this video and will love it as I do:) its a pice of history.
Oddly enough, the three of them were fitted with the sight mentioned above (in case of the Arisaka, it is a lesser known fact that some Japanese officers fitted their own rifles with pre-war American scopes they bought, so it wouldn't be big news that both the rifle and that sight were married), and perhaps found their way into American hands at some time, excluding the Arisaka as far as I know (but since we're talking about a sniper elite who can virtually put his hands on every riflle he desired, it wouldn't be surprising to see it in-game), so both might be good reasons to include them into the same pack.
