as to pistols, they are the same, unlock amo and you can use all pistols with silenced bullets.
or use the Welrod or the HDM, they are fully supressed.

The pay to play suppressed rifle is terribly short range but gets the job done if you don't mind not having the long-shots (it can do 100-200 but it can't even begin to touch the 500+ shots). The suppressed pistols are good to save rifle ammo for very short ranges; its good to pick off the stray guy looking for you all quiet like. There are no silent secondary/machine guns.
The whole concept is a mess... suppressed ammo ... you can make weaker ammo (less powder) that is quieter but nothing like silent and it is shorter range. I have some primer only .22 that you can't hear at all, but it won't puncture a standard 2-liter bottle (but it will kill a squirrel at < 10M). Suppressors are a real thing, and they existed back then. It is very unclear why they ignored an existing technology in favor of a fantasy one in this case. You could argue game balance, but they could have just made the suppressor do a 66% or so noise reduction radius instead and it would have been fine (rifle) and 100% (pistol).

Just lucky I guess.
It CAN headshot from that kind of distance.
But suppressed ammo do less dmg at long range than regular ammo, so it may need 2 shots to finish off enemy.
Plus that sometimes the aim assist will bug out, make you can’t hit anything especially when two targets overlapping each other.
I think the aim system is the problem here.
