So basically, yes. Don't expect all the maps to be connected though.
Edit: I meant to say that none of the maps are connected.
ok. not all map is connected. then each map is large or small? and enemy can respawn?
BUT, you can go back through the map and get everything you didnt get before (as long as you dont go to the 'finish' station, that completes the map), kill any enemies you didnt get, blow up all the cars, release all the tripwires, get all the collectibles, so that you can try to 100% the map.
Now, you may do things during the playthrough that makes it so you CANT 100% the map though, so pick your choices carefully.
Enemys do not respond, This is not an openworld game the maps are just quite large.
