The Rain World folder is typically located at C:\Program Files (x86)\Steam\steamapps\common\Rain World. Just delete, rename, or move that folder then use Steam to verify the files through Steam.
I did do this prior, but either way it seems to be working now after a few more re-installs + computer restarts and such. I saw it download a 5 meg update the last time I launched it (and now it works) so I guess its been patched?
Update: Find some folders, steam deck refused deleting, recommend a reboot instead and now is unwilling to start. Great job... feels more like malware then a dlc.
