Steam has its own system called steam remote play and there are 3rd party apps like parsec which do the same.
Nowdays with the technology we have "local" just means the multiplayer inputs are shared from one device and the action takes place within a single screen, either through splitscreen or a shared room, depends on the game. Is much easier than online coop because your system doesnt need to send information packages to guests to analyze and your computer handles everything, also only 1 copy of the game is needed.
The limitation being that every player sees the same at the same time, some games just cant afford to do that, while others are basically built like that, rain worl is a middle ground where the action takes place within a single screen and encourages sticking together but some shinanigans can happen in screen transitions, some mods help with additional features like 2 way conditional splitscreen

pretty sure they ported the base survivor campaign into it (with creature sync), but i don't know if it's working fully, since i've only managed to test the story campaign out solo. creatures seemed to work fine though, client side at least (though you may be more informed on this then me) and i have heard rumors about people beating RM's story mode port multiplayer, i don't know how jank that is though, and i wouldn't say that it is a good replacement for jolly yet though, but it's really close (they're getting arena working too, with creatures probably)

there is a bit of a caveat though as your friend (or you) will need to use a controller to move, else yall will have to share keyboards (ex: player 1 moves with WASD and second player with arrow keys, player 1 picks up and throws with shift and - and player 2 with p and \ [note that these keybinds are just examples])
starting to lean off topic of the thread, but you made me do a quick double take, and i asked on their server, one of their developer guys responded (i think it was their project lead?) and, yeah, they've got creature sync, survivor's campaign is also actively playable online in the current builds, so is arena in the newest (in early testing).
they're just having some saving issues between cycles (and a bunch of stuff i'm not informed in i'm sure of) so it is likely technically possible to beat survivor's campaign in their story mode (though very much not recommended yet, due to, y'know, pre-release jank) just thought that was neat
just dont get registered at all, by that point we gave up
