But what it does, it does rather well, and is kind of unique. Maybe.
I have no idea how the game is composed right now, but if you venture through an image google search for this game, you'll find plenty .gif examples of: effects, procedural animation and rarely, some 3D background effects from back then.

Some screenshots do give the impression of perspective, where the background meets the playable ground, but the footage has shown everything to be static camera.
That's called parallax layering. They're just using more (and nearer) layers than you usually see in other games.
The art looks OK. "true" art always gets a laugh out of me as well. Of course it's pixels, and of course it's art. Looks 2d as well...
It's only stressing it that hard to show depth. I imagine in the game would be a lot smoother.
