Nobody likes to take credit for it, but "meta" nation swapping certainly didn't do any favors for the game. There's a reason non-meta nations ended up dying in popularity while everyone experienced in PvP swapped nations and then complained when mechanics changed to not allow ridiculous skill-based PvP farming. Because who really doesn't want to play a game where you get stern-raked by Snow's or Trinco's that back sail as fast as anything you own? But yeah, NA was in a super healthy spot where Pirates, Russia, and Sweden sat outside of Port Royale sinking new players...
Yup, I said it. The NA community wasn't great for keeping the game alive, either.
NA went F2P because the community couldn't keep the game going, btw...

The other points are nonsense.
The downfall of Naval Action started way before the war, and there is no universal draft there for everyone (called full mobilization). So stop inventing fake information.
But they are not the only problem of NA. Behaviour you describe is applicable to most MMO with kiddies playing tall like there is no tomorrow, and herds following whatever 'meta' is told to them.
On PvE server we did not have these problems.
And yet it is doomed. Because of players? No.
You fully eclipse the devastating role gamelabs devs contributed to that downfall.
By ruining their own creation. Taking away once working features. Dumbing down what is left. How can we blame that on toxic players' behaviour? We can't. It's devs.
Thus the deserved criticism of this studio and swearing we won't buy their products.
it is no longer the Games Labs studio, but Stillfront...a specialist in pack games not to be confused with Packman ;)..one game and a few dozen packs later, more packs...we could call it a puzzle game. . the game is only finished after a few packs that you will need to acquire..
