How do i play with my friend

So me and one of my buddies got this game together last night. We made our own clan, added eachother as friends and grouped up on the PvE server. We tried to get into eachothers battles but couldn't. It's not exactly clear as to how we play with eachother within battles. I was told you have to have a 6 person battlegroup. I tried entering his battle but i only showed a "lock" icon for me. We are both in grade 5 ships.

you can be 2 in a battle group - it just need to be min 6 to enter same time - if lower then 6 only one can tag and enter first, the rest have to enter using the national cirkel you see when the first started battle-

Is this mechanic on the pve server only and are you talking about capitol waters? PVP server we have pulled in 3 4 5 of our group if inside the tag circle.

I visit the PVE server rarely so am not up on the differences between the two so good to know if this is true there and I visit.
