Personally I think you should be able to sell all ships captured or not to players. With one durability you won't get much for it... but it makes no sense why you can't.
You also should be able to add captured ships to your fleet (within reason). Obviously something like a 3rd rate shouldn't be added. Having multiple ships in your fleet should use your base crew numbers. So if you rank at 150 crew you can have 1 ship with 150, three with 50, or any combination.
It's not so much the durability but the captured vs crafted/bought element. The system (NPC) will take anything. But the player market will only accept those that have been bought or crafted. You can as suggested always sell them to a player at a reduced cost with only one durability. That's not hugely beneficial for the end user... unless they want a number of ships parked in a number of ports (to make traveling easier).
I find the best thing to do is grind those captures out... sell them for gold to the NPC's or break them down and either use the parts or gold to craft. Then you can sell those ships. ;)
