Live oak > Oak > Teak > Fir for combat.
Fir > Teak > Oak > Live oak for speed/chasing down traders
Beyond that, look at the upgrades to either increase speed, turning, or damage...all on how you will use your ship. Strength isn't going to help a snow, that needs speed to hunt down traders, likewise, speed really isn't going to help the Connie go against 3rd rates, which are already slower.
The only rare exception is if you manage to get a tip for making a mastercraft ship with crafting notes.
NPC ships are seeded at random in all ports every so often. You may have to shop around to find a specific ship.
