I can see it *maybe* being used as a lower-level 5th rate, but really it would be severely obsolete when compared to more 'modern' ships of similar tonnage

If there is any game with modern naval theme, I do not think they will add Victory as a "competitive" ship for player to used against modern naval force.
Thus, same thing should apply for Galleons. Their design is old, they been used during the period but not as main fighting force ship as well as they are not famous as a trader ship of the period cover by Naval Action.
