IIRC they are in the wrong time period, before the time Naval Actions ships are set in.

I can see it *maybe* being used as a lower-level 5th rate, but really it would be severely obsolete when compared to more 'modern' ships of similar tonnage

It would be a trade ship with decent firepower and lots of carry weight.

Not used much during the time period. You'd be using a 16th century design in the early 19th century. not going to end well.

Technically, HMS Victory is still in service as flag ship of First Sea Lord.
If there is any game with modern naval theme, I do not think they will add Victory as a "competitive" ship for player to used against modern naval force.
Thus, same thing should apply for Galleons. Their design is old, they been used during the period but not as main fighting force ship as well as they are not famous as a trader ship of the period cover by Naval Action.
