Permits to build Renommee and Heavy Rattlesnake

Some of the permits have now been relaxed (Surprise no longer needs a permit) but the old permit that allowed us to build a Renommee has vanished.
Is there now a way to obtain these permits in the game?
Can we have a bit more clarity about which permit will allow us to build which ships. Thanks.

Captain, Renomme and Heavy Rattlesnake still require permits, it can be looted in some chests
