Found the solution (with help from Activision) to be my Port Forwarding settings.
If the problem persists even in Steam offline mode, then do the following:
While the game is running, open Task Manager > Details > right-click “BlackOps3.exe” > Set affinity > unselect all except 0, 1, 2, and 3.
It’s what us users have to do when the developers stop updating the game. The game has only received 1 update since 2020 which was back in March of 2023, and even that 2023 update was as minimal as possible. I don’t expect the devs to fix the problem, thus it’s up to people facing the problems to fix it themselves unfortunately. What you choose to do or not do is up to you.
Note: The game has literally never, ever booted properly. This was happening from the get-go.
If you’ve determined the problem is in the audio devices, try disabling the ones you aren’t using and see how it goes. If it works, great! If it doesn’t, the problem might be in the devices you have enabled.
Edit:
For anyone facing a similar situation, I believe that starting the PC in clean boot should lead to finding out software conflicts. It is already suggested in the “Common Fixes”.
