Stages can be bought with ingame currency so capcom is not really "locking out" players.

character pass and premium pass is packed in one package so you will get more than just five new characters also you get new stages,costumes and colours too but the downside is that you need to wait till feb 22nd and starting from that date they will begin releasing the new four characters plus the fifth mystery one till the fall of this year
