Haven't logged in for a month and am getting this bizzare, unhelpful error message. No hits searching for it online, anyone else getting this?

Delete any old/obsolete Ver1xxx_Steam.pak files (like Ver1047_Steam.pak) in

%LocalAppData%/StreetFighterV/Saved/download

and just to be sure, also check and delete it in

C:\Program Files (x86)\Steam\steamapps\common\StreetFighterV\StreetFighterV\Content\Paks

Shortcut: Windows Key + R
paste the above line
confirm with ENTER

This will also solve problems with missing characters in your select screen.

That got it. Looks like somehow, the 1.09 update fubared it.

I tried that, but I still get the messed up dialog boxes. Any other fix?

Please re-check the folders/sub folders:

C:\Users\__ANY_USERNAME__\AppData\Local\StreetFighterV\Saved\download
=> clean it completely

C:\Program Files (x86)\Steam\steamapps\common\StreetFighterV\StreetFighterV\Content\Paks
=> remove ALL files, which are NOT labeled as
packchunk##-WindowsNoEditor.pak

After that make sure there are no MOD managers active + run game file cache verification in Steam.
