"CreateProcess() returned 2e4"
Another issue that the 1.09 patch has created for me, attempting to launch the game returns the following message:

Couldn't start:
"C:\Program Files (x86)\Steam\steamapps\common\StreetFighterV\StreetfighterV\Binaries\Win64\StreetFighterV.exe"
CreateProcess() returned 2e4.

This can be bypassed by running Steam as an Administrator (running SF5 itself as admin does nothing), but I never had to do this previously. I would prefer to not have to add this extra step in every time I want to run this specific game, so is anyone else experiencing this and have any idea what causes it?

There was a similar issue before the rollback patch, if you declined the elevated admin access rights request.

Restart your PC/Steam, let Steam check for SFV updates, verify game cache and make sure you delete the file
Capcom.sys
from your
%WinDir%/System32
folder.

After this, also check the compatibility settings of Steam.exe and StreetFighterV.exe
disable admin mode, if it is checked there.

%ProgramFiles(x86)%\Steam

%ProgramFiles(x86)%\Steam\steamapps\common\StreetFighterV\StreetFighterV\Binaries\Win64

As per your suggestion I checked the second .exe file in the Binaries directory for SF5 and for some reason it was running in Win8 compatibility mode + admin. Not sure why it was, since I never made those changes, but removing those seems to have fixed it. Thanks.
