I think it's Steam's cotroller API interfering
Already tried to
1.
- disable all controller checkboxes in Steam's desktop + big picture mode?
+ put your controller into PS3 mode
+ delete the file input.ini
+ start SFV after that?
or
2.
alternatively start SFV in Steam big picture mode with those controller options untouched?
Oh, just checked the controller settings on steam. Everything is "unchecked" but "Guide button focuses Steam".
If I am not mistaken, back in SF5 (no Arcade Edition) we were advised to not use Big Picture mode when trying to fix controller issues. So now we should re-enable it?
Now I remember that last time (back in SF5) what did "fix" the problem (more like a bad workaround) was checking the "Generic Gamepad Configuration Support", which as a side effect would make the joystick I use to play Elite Dangerous not work properly on that game (I only have one controller connected to the PC when I am playing SF or ED). It was really annoying having to change steam settings every time I would play the other game.
Again... when SF5AE was released, the issue vanished. So I could play any games leaving "Generic Gamepad Configuration Support" unchecked like I always did for years.
Yep, it has to be a software issue. Steam or SF5AE
And hey, the game was in offline mode.
1- Controller in PS4 mode, "Generic Gamepad Configuration Support" enabled, Steam in Big Picture mode - same crappy controller support. Ghost input, laggy game.
2- Controller in PS3 mode, "Generic Gamepad Configuration Support" disabled, Steam in Big Picture mode - controller worked just fine, no lag/frame drop/etc.
3- Controller in PS3 mode, "Generic Gamepad Configuration Support" disabled, Steam NOT in Big Picture mode - controller worked just fine, no lag/frame drop/etc.
Then again, why in the four hells did the game started to have problems when my arcade is set to PS4 mode?
it is incredible how SF5 support for D-Input controllers is so poor. How come a game which was made for PS4... come to he PC only with X-Input support? Then when D-Input suppor is released, we have all this hell to get things to work?

Thanks for posting your test results, since I have only native X- input controllers (with all Steam API controller options disabled), I've never experienced any issues apart from changed button layouts (once) after the SFV Keyboard remapping has been implemented.
Since native D-input support was implemented in December 2016 for SFV, PS3 mode has often worked better than the PS4 mode.
I paid to play the game not help debug the game
tried all the solution here, won't progress beyond the click of "play"
Did you find a solution as I also have the same problem for a few weeks even after applying all Crapcom recommendations ?

This bug has been in the game for over 2 years now. I think it's about time to address it
