I'm not sure why the game stays on a black screen and hangs when running on the GPU, but being forced to use the integrated graphics means I'll never get the best frame rate and quality on this laptop. Other 3D games that try to take advantage of the "shader cache" have also had similar problems on this laptop.

I have problems with online games, I can not enter any battle hall, I can not find a match online ranked or casual, I tried to put as exclusion of the firewall and widows to defend but it did not work
There should probably be some note in the main solutions posts about setting the system to use the GPU globally on hybrid graphics systems like many "gaming laptops" have.
Here are my specs:
Nvidia GTX 1060 6GB

Indeed, I have had to give up on the PC version completely since the AE update.
The reason for this is, that the SFV savegames + config files are saved in a specific Windows user folder.
Solution:
Create a secondary, local Windows user account, for each different Steam account you want to use on the same PC.
Switching between different Windows accounts isn't much slower than switching between different Steam accounts, because you don't have to re-enter the Steam login data (Can save it).
The 3D model / mesh clipping issue isn't that easy to fix, without risking to lower the game performance/FPS, because soft body parts/clothes and collisions need to be calculated dynamically in PhysX.
It's a minor annoyance compared to the other still existing bugs, like KiWi error launching crashes on some PC configs, or 15-20 minutes crashes because of connected touch input devices/ tablets, VR-hardware/ software, and virtual input software (on screen handwriting/keyboard) etc.
Same goes for performance issues on some stages, because of translucency/transparency special effects, or progressive performance showdowns on specific active network adapters/ configs.

I noticed some issues wtih the background location textures
they seem to load not fast enough sometimes there is some blur only on the textures and it reloads those textures...
Setting the game on the highest possible details changed the problem partly but it comes back from time to time
First clean install your GPU drivers with DDU (display driver uninstaller).
Else try to disable dynamic texture streaming in SFV ini-config files, just remember that this can use more GPU memory / performance.

You can do more adjustments in the file Scalability.ini (advanced graphics settings).

Don't forget to save your changes before running SFV.
Non-changed values often disappear after SFV closes.
If something messes up, you can always delete the copied files to restore your default settings.

So today, after some weeks without playing SF5AE, I was trying to play ranked matches and then I got about 5 crashes to desktop. No error message, nothing. Just a lot of LP loss, got sent to the "shame corner" (have to wait more than 1400 MINUTES to be able to play online again).
And to make things worse, A PROBLEM I THOUGHT HAD BEEN SOLVED AFTER THE ARCADE EDITION WAS RELEASED IS NOW BACK: from time to time the game will LOCK one of my last inputs, making the character move by itself. It can be any input (directions, punch, kick), it is random. I had this problem back on SF5, but after SF5AE was released it had disapeared... and now there it is again.
Has SF5 become so trashy since the last time I played?
Random crashes after a few minutes/midmatch, without any error, are usually caused by:
- the Windows touch/tablet handwriting input service / Wacom TabTip.exe service
- and devices like Wacom tablets/Oculus Rift virtual keyboard software / Microsoft VR and vitual on screen keyboards.
You need to disable / disconnect those before running SFV.

In some rare cases other 3rd-party software software causes similar issues, which needs to be stopped in background, for example: Virtual machine software: MEMU(android emulator).
Also check/update or clean install your GPU drivers with the help of DDU (Display Driver Uninstaller).

The controller input issue could be 3rd-party controller mapping software related, SFV has native D-input + X-input support, and the Steam client provides own D-input wrappers and X-input mappings, it's known that it can interfere like other 3rd-party input wrappers (x360ce or Joy2Key).
Try the following:
- Reset your SFV controller settings by deleting the file input.ini (as described in the above guide - input issues section)
- Disable all Steam controller settings in Steam's desktop + big picture mode, or try to play SFV directly from Steams big picture mode.
I don't have any of those devices, nor any emulation software, so those can't be the cause of the random crashes to desktop.
I also don't use joy2key, x360ce or other softwares. I only use SF5AE+my arcade connected to the computer.
Back on SF5 my controller used to work perfectly. Then one day a steam update was released and those input problems started. Then when SF5AE was released the problem was gonne. And now, I don't know why, it showed up again. There was another crappy steam update in between? I don't know.
But I will try removing the input.ini (like I had to do so many times with SF5).
By the way, my controller has a Hori Fight Commander 4 board.

Well, my problem is definetely related to D-Input support. Either the game or steam is having problems. What caused it? I don't know. Perhaps some steam update (like that time on SF5?). Perhaps a Windows 10 update? Was it a SF5AE update?
Today I deleted input.ini, then started the game with the arcade unpluged. After the game was fully loaded, I plugged the controler. I configured the buttons and the problem appeared right away. Then I unplugged the arcade (the one with a Hori Fight Commander 4 pcb, which should work by means of D-Input). Then I plugged my other arcade (XBox360 compatible) and it worked flawlessly (X-Input).
So, what do I do now?
