had to close game in windows mode no paues.
It's a major pain in the ass (especially as you can't access this screen without going into big picture) but fiddling around with these settings is usually where the problem lies.
I also recommend putting the TE2 into PS3 mode. For some reason I was getting strange inputs in PS4 mode but that might be some other driver issue related only to me. YMMV.

My problem with my X360 MadCatz MVC TE fightstick was that it was seen as registered but the stick didn't actually move unless the stick was toggled as LS as well as none of the buttons working except for my A button toggling Battle Settings.
This only occurred in SFV as when I tried it in MVC:i and GG it was working perfectly fine.
After hours of searching on discussion forums I tried to uninstall my old flash drive's driver, updated my NVIDIA driver, and went into big picture mode to reset any controller settings that I saw in regards to the fightstick. Same problems still occurred.
I wasn't able to see any changes until I swapped in my PS4 MADCATZ TES Shadaloo fightstick during GG configurations and steam big pictures asked to register the controller. (The registering part never happened before so that was different.)
When I went back to SFV my 360 fight stick started to work properly again. I went back and forth with both the controllers and games to make sure and everything looks fine again. The only difference is that when I use the shift+tab menu it's now the big picture layout and not the typical grey one.
The only things that I can recall that may have triggered this was that the day before I was playing cuphead with the keyboard as Player 1 and an Xbone controller as Player 2 and I also plugged in two different external drives.
Again, not sure why all this happened or what caused it, maybe there was an overlap on controller and keyboard recognition or something, but I hope this helps in some way.

So it happened again and I was able to solve it this time by disabling xbox config controller support on big picture mode. Done so consistently this time
