22004 error downloading file
means that a new SFV update can't be downloaded, or has not been downloaded correctly / canceled due to a very slow or unstable internet connection (make sure that your PC has enough free disk space available).
You need the latest game version to connect to multiplayer, first make sure that you have waited some minutes after the server maintenance is over, the new patch data may not be accessable from your location yet.
After this check/modify your router / firewall settings and/or ISP options, temporarily
to download the new game update, if port forwarding doesn't help.

btw. servers are back online now, updated in-game, restarted, works fine here.
Many friends who live in Brazil (just like me) had the update downloaded without problems BEFORE I tried to run/update the game. So, I can guess it wouldn't have anything to do with the server not being ready, my location, etc. And yes, I had plenty of disk space for the update (more than 200GB of free space). And my internet was just fine. I was downloading a torrent before starting the game and it was using 100% of my connection. I stoped it and a few minutes later I fired up the game... then after many tries I gave up, restarted the torrent (again it was in fullspeed).
A few hours later I tried to run the game again and it downloaded just fine.
So, as usual, with SF5, no one knows what the hell has been happening. Not even Capcom.

However, I am not familiar with this port forwarding stuff and I believe this is the only game that has given me problems so far.
Currently my version is 1.08 and I believe my problem is about "In-game updater problems".
I am thinking of trying "Delete any old/obsolete Ver1xxx_Steam.pak files" but I am hesitant for now whether it might work because same like FNB Kenjiro, before this 1.12, there was no problem.

Port forwarding is very straigtforward, here you can find out how to enable port forwarding in your router model:

The following ports are used for logging into Capcom SFV servers and P2P matchmaking, in your router / PC software firewall:
TCP ports: 80, 443, 20002, 30840, 30850, 30870
UDP ports: 30840-30859, 30870-30879

To find out quickly whether your connection problem is ISP or router/firewall related, you can simply connect your PC directly (via cable) to your internet modem, or if your internet modem is build into your router, disable your router firewall temporarily or use the DMZ option.
IMPORTANT:
Leave at least your software firewall enabled
when connecting your PC via cable directly to the internet modem
or if you disable your router hardware firewall temporarily (DMZ)
to download/apply SFV updates with these workarounds.
It is adviseable to disconnect / unplug all other devices from your router during this process.
When SFV has been updated to version 1.12 you need to disable DMZ.
My PC is connected directly to my modem, actually.
The only option for now I think is port forwarding but I just noticed that I have forgotten the password for my modem LOL
Since this is the only game that has problems, for now I guess I'll leave it as it is right now and hopefully things will be back to normal for the next update while I play other games.
