Should help SJW put the character in the correct context.
Being an average Street Fighter player, I don't see her as a wasted slot, though she's not the most demanded, there still a lot of room for others, to be honest I've never seen or played her in my life but to include her IS a manner to make her exist more actually, her only belonging to one SF game before
And seriously fanservice ? I could tell this for almost any Street Fighter female character if fanservice was just putting more girls in a fighting game just for the male audience, but it is not because you put one more girly character to the roster that it is fanservice, fanservice is more explicit and goes more forward an is more obvious.
To be brief, to me it is a returning and extra character, therefore a good thing globally, don't be so agressive with that guys :)

Women with large breasts exist. People comfortable with their sexuality exist too. I'm sorry if this bothers you. These people should also get a chance to be represented. Besides a bit of fanservice won't hurt anyone. Mika was teased for Ultra, but never arrived.
Your "I've played this for years on GGPO" statement is meaningless. Alpha 3 has been out for... how long? (I'm not even going to look it up.) The game hasn't been balanced in quite a long time. I'm sure some characters have become completely worthless in that time. The meta has evolved. Many games on Fightcade are like that. Some characters have become pointless.
"No one plays her" isn't really valid either. That's all the more reason to bring her back. Her gameplay was redesigned. I'm sure people will be playing her this time around.

I don't think any character is really a wasted slot as all characters added are characters people like and play, new characters are just the same. The thing I have noticed with SF IV is how many of the same characters we have. Counting Ryu, Ken, Evil Ryu, Akuma, Oni, Gouken, Dan, and Sakura, there were eight shoto style characters. Counting Zangief, Abel, Hugo, El Fuerto, and Hakkan, there were five wrestling characters...lots of characters but not the most variety.
Did you notice how many non-shotos have shoto moves lol Example, Dudley's uppercut lol
So far I like the SF V roster for it's variety:
Ryu, Ken, Chun Li, Cammy, Mika, M.Bison, Vega, Nash, Birdie, Nicalli
Each one is a very different fighter, totally different styles, so this so far is a really cool roster actually, and we have 6 more to come! So it'll be interesting to see what past characters are left and the new characters exclusive to SF V.
He could make it later as DLC if fan demand is high enough, though it would be better if Capcom stops riding the SFII roster so hard.
I'm becoming increasingly fond of the current roster...I think part of it is acceptance. I haven't play Akuma for like two months, I've only been playing Ryu. People need to accept that SF V is going to be a different game. They're actually making a roster with different characters this time. Maybe...just maybe, we'll see a little more variety online because of this.
I'm becoming anti-DLC, as I'd kind of like to see people use the characters that come with the game. If there are a million DLCs we'll have the same battles as we did on SF IV -_-
Also belongs the EX serie not to Capcom so they can't use these characters.
That's like demanding they use more X-men characters in SFV. They need permission for that, and they have to pay money to the ip holders.

Capcom wants to keep gameplay archetype representation limited to 1 character. R.Mika's reveal nearly de-confirms El Fuerte.
Really? Then I guess I will be waiting for Ultra Street Fighter V, hoping that El Fuerte will be playable by then.
