PS4 version bought at Gamestop had Bearded Ryu as its pre-order costume.
PS4 version bought from Best Buy had Cammy alt costume.
PC version had Chun Li battle outfit.

You get colors after beating easy, normal or hard survival with a certain character

Easy Survival unlocks color 3.
Normal Survival for colors 4, 5 and 6.
Hard Survivor for colors 7, 8, 9, and 10.
Competing Hell Survivor will unlock a Title Icon.
You must repeat with every character to unlock every color for every character.

You unlock the Story Mode costumes in the shop by playing the story of respective characters. After having unlocked it it will be available for purchase costing 40k Fight Money.
Premium costumes will cost 400 Zeny or $4 (price may vary in different regions).

The shop will be released this month along with the story mode costumes and, I believe, 1 premium costume for each character.
